Department of Environmental and Agrarian Law

 

The environmental and rural law department was established as a separate academic unit within the Belarusian State University in 1991.

The law faculty dean and Professor Dr. Sergey Balashenko is the department chairman.

The department arranges following core courses: Environmental Law, Land Use Law, Rural Law, Basics of Ecology, and also several specialized courses such as International Environmental Law (Prof. Tamara Makarova), Economic Mechanisms of Environmental Protection (associate Prof. Viktoria Lizgaro), Natural Resources Law (associate Prof. Natalia Shingel), Environmental Law in the European Union (associate Prof. Albert Zhloba).

The academic research is conducted by the department under the 12.00.06 specialization: natural resources law; rural law; environmental law.

The publications of the staff members include: Public Regulation in the Area of Environmental Protection by S.Balashenko (2000); Environmental Rights and Obligations of Citizens of the Republic of Belarus by T.Makarova (2004); The Law on Forestry Business by I.Shakhray (2006).

The department members co-authored Commentaries on the Law of the Republic of Belarus on Environmental Protection (2005); Law on Rural and Farm Business (2006); Law on Individual Farms (2009); and Land Use Code (2009) as well as following books: International Environmental Law by S.Balashenko and T.Makarova (1999); Environmental Law by S.Balashenko and D.Demichyev (1999, 2000); Rural Law by N.Storozhev and I.Kuzmich (2003); Land Use Law of the Republic of Belarus. General Part (2004); Legal Regime of Land in the Republic of Belarus by N.Shingel (2006); Environmental Law by S.Balashenko, T.Makarova, V.Lizgaro, E.Layevskaya, I.Shakhray, N.Shingel (2008, 2009); UMK Environmental Law by S.Balashenko, T.Makarova, V.Lizgaro, A.Zhloba (2008); EU Environmental Law by A.Zhloba (2010) etc.

The department initiated the set-up of the online center Ecolaw (available through the law faculty website www.law.bsu.by) aimed to provide students with expertise in dealing with individual environmental law issues.
